As the number of observations increases, a framework must distinguish between weak constraints and strong constraints.
Without prioritization, all observations appear equally important. In practice, some constraints repeatedly survive challenge while others fade as context expands.
This framework establishes a hierarchy for evaluating planetary-scale geological constraints through survivorship, repeatability, continuity support, geometric persistence, anomaly concentration, and independent verification.
The objective is to identify which observations provide the strongest analytical guidance for future investigation.

Hierarchy reflects relative durability.
Each level increases confidence while preserving uncertainty.
